Wait...wait...don’t tell me

As the old saying goes, two wrongs don’t make a right. This is especially the case when one of those ‘wrongs’ happens to be a lawyer named Ron Kim. But in the process of doing something patently wrong, the city’s overzealous half-baked Public Safety commissioner may have actually done something right.

Kim’s most recent political flap started Monday morning, when either he or one of his minions made note of an astronomical parking ticket collection amassed by socialite-in-training Jennifer Wait. The glib reference was posted anonymously and off topic on a neighboring blog as a dig aimed at Jeffrey Wait, the young woman’s father and one of two Democratic candidates for City Court judge.

“[The] deficit would be no problem if Jeff Wait's scofflaw daughter would just pay the fines on all the parking tickets she’s accumulated in Saratoga Springs,” the anonymous poster wrote Monday evening. “Instead, she’s sent her father to embarrass himself by begging anyone who'll listen in City Hall to give her a sweetheart discount.”

The next morning, Kim got on the horn to the newspapers and elaborated on what would have been otherwise considered a political eddy created by the ongoing implosion of the city Democrats. Apparently, the younger Wait amassed $1,170 worth of fines while parking her vehicle along North Broadway over the past two years. The total was enough to put her name on a list of 180 scofflaws Kim ordered towed in an attempt to collect more than $150,000 worth of outstanding fines.

Sure enough, Wait’s car was towed and impounded until the city fines could be settled. And naturally, she asked her father to intercede on her behalf. Jeffrey Wait contacted the city attorney and asked for a plea deal. In turn, the attorney contacted Kim, who indigently put his foot down on top of any such deal. He said the father and daughter would need to appear in court, so that a city judge could mete out justice.

“…Here’s this guy running for City Court judge and he's asking for special consideration for his daughter,” he told the Post Star Wednesday. “To call me and blatantly say, ‘what can you do for me?’ I find disturbing.”

This is where Kim was inadvertently right. The city certainly had the upper hand in the case, seeing as though Wait’s tickets were far past delinquent and her car collecting impound fees. After 10 days impounded, the fees to recover the car alone would have been more than the parking tickets. So it really made no sense for the city to bargain, especially with someone who could more than afford the cost of the tickets. Trying a negotiating tactic like this in Albany after a tow is likely to garner more laughs than a slow leaking tank of nitrous.

The city ended up capitulating in court and the Waits walked away paying less than half the original fine total. While those paying the full outrageous amount of city parking tickets might find this slightly troubling, it does show a sense of compassion for city residents, even if they happen to roll with the wealthy. It should be noted that this compassion didn’t extend to the three other scofflaws snared under Kim directive, who paid an average of $1,061 in fines.

But all of Kim’s rightful actions end here. Were it not for his announcement to the press, the parking issue never would have made it beyond the halls of justice. Like most parking offenders, the Waits would have paid their fines to the city and been done with the issue. After all, parking illegally is a violation and not one subject to the same public scrutiny as a crime against the public good.

Kim’s faction of the party saw a clear chance to gain some political traction with the Democratic primary just a few months ahead. See, Wait is the preferred candidate of Klotzian Democrats; a faction some now refer to as the so-called Boyd and McTygue supporters. His challenger, James Montagnino, is allegedly the product of the Keehn splinter, of which Kim is a card-carrying member.

As the less fickle may recall, the city Dems endorsed Wait over the objections of the splinter faction. Right around this time, several newspapers published reports about Montagnino, a former referee in Westchester County matrimonial court, who was reassigned by the state court system after complaints were lodged against him in 2006.

In wake of this report, it’s easy to see why Kim’s faction would want to dig up dirt on Wait. And Kim’s assertion that he brought the issue into the public eye ‘because he didn't want to be accused of cronyism for a fellow Democrat’ is flat out ludicrous. When it comes down to brass tacks, he’s simply furthering the same politics of destruction that have brought the party to its knees lately.

What do you expect from Ron Kim. He has always looked out for himself first. He changes beliefs, political parties and alliances as often as people change their socks.

When he first moved here he was a card carrying Republican and a member of the City Republican committee. People on the committee today remember him as one of their more conservative members who headed the local wing of the McCain for president in 2000 movement. Quickly realizing he was going nowhere fast in the Party he experienced a sudden epiphany of conscience and begged for recognition from Democratic Guru Shawn Thompson. Thompson recognizing a good soldier and puppet when he saw one tapped Kim for the public safety post. Kim took to the new mantel of progressive to heart. Acting like a sinner who just found Jesus Kim proposed more tax and spend projects then the council had seen in a generation.

But I would propose all of this is bullshit. Kim believes in nothing and would join the John Birth Society tomorrow if he thought it would further his career. His days are numbered. The Police realize he can’t deliver on the new building. He threw Linda Benton under the bus. Half the Democrats loath him. The Republicans have him in their sights. 2009 can’t come fast enough.

For getting too close to the truth, I was punished while my ex-husband was granted an illegal Conversion Divorce without a grounds trial, and was allowed to retain 99% of the marital assets worth over $30 million dollars.

It's parking tickets, dude. Parking tickets. And, were I to venture a guess, the city simply waved the pay-this-in-seven-days-or-pay-double clause on the ticket. Like I said, they didn't need to, seeing as though they had the upper hand in negotiating(pay or rot). But were I in a similar situation, I would at least hope they'd waive the late fee, like they'll generally do if you simply show up at the counter. Here's a hint to the public: if you show up with the parking fine amount sans the late fees and say 'take it or leave it,' nine out of 10 times they'll take it.

As I alluded in the post, Albany has a FAR different and inhospitable policy toward scoffs and illegal parking in general. There, if you're over $100 in fines, you get the boot; $200, you get the hook. Saratoga has been fortunate enough(and wise enough) to not endorse such a policy. They don't need to because parking isn't that bad, the city isn't that big and the city council doesn't depend on parking fines to balance the budget. Some might argue this has contributed to our relatively robust downtown.

This is why I'll cut Jen Wait a bit of slack, whether she deserves it or not. This is no scandal, it's bull-shit politics. I'd raise the red flag if Wait was showing up at a roadside stop waving around his credentials and a few hundred dollar bills to get his daughter out of a DWI. But parking tickets? What Wait did was smart, and a lot smarter than the sheeple that simply fork over the tickets with late fees and all.

A week ago, there was a flap about parking tickets issued at a neighborhood garage sale. The action was defended because it was stated “the main reason for parking laws is public safety” and not enforcing the laws or “looking the other way” would be considered “selective enforcement”.

Why then, did the Department instruct its officers to look the other way for so many decades on legally posted land on Union Avenue? Or why are they blind to the 53-foot long trucks that drive illegally through the City every hour on streets that these rigs are expressly prohibited from using? And what about the specific prohibition of commercial vehicles parked on City Streets overnight? Where’s the top-level decision for equally tough diligence in these "crimes"?

Or how can the Commissioner proclaim that he will not enforce an already adopted NYS Property Code because money was not provided to enforce it? Don’t we already have paid staff to enforce our vehicular statutes and carryout public safety inspections? Do we require a fatality at the next apartment house fire to force us, the City’s Risk and Safety Manager and the Insurance Underwriters to examine the public’s own required record keeping?

If this issue is really about the “public’s safety” regardless of whether it is about an illegally parked vehicle or required safety inspections of multi-family properties, should we not question whether we are as safe as our present laws assure us?

Neither moving violations or violations in general, pleaded down to non-moving ones or to ones that minimize the penalty is nothing new or is the oversight normally provided by a District or City Attorney. Ask any truck driver or anyone that has utilized the professional service provided by most of the Commissioner’s colleagues for addressing traffic offenses. Ask the City Attorney.

But as Horatio points out, unfortunately the “same politics of destruction” behind this “public exposure” has less to do with the reality of plea bargains and this acceptable process and more to do with “publicly embarrassing” a candidate for office. This response, from the Commissioner who once declared to take the Politics out of Public Safety, and then later appearing to be solely interested in building for his own future is, disappointing.

And oh yes, this is not about the ticketee.

Ask any Cop about the Keehn Tribe. They have been cut more slack then a bad rope climber.

Husband had a violent melt down at the YMCA hot tub.Police were called but Ron Kim himself showed up. Seems he stopped the arrest from taking place and personally called professional help for the deranged lawyer. Her Son was arrested in Price Chopper for theft {cas dismissed rank does have its privileges}. Now ask any cop about the other trouble that hasn’t been made public. Some of these cops are bitching out loud and are sick of such favoritism for Saratoga’s royal family.

In fact the cops are pretty sick of Kim all together.

Her father has gotten her off the hook many times in that state which to me is flirting with disaster. Some innocent person is going to get killed if that continues. A city court judge should not be running around town looking for favors.

As for the 'favors' part, I'm sure Wait was sniffing for a reduction -this is what wise citzens and lawyers do. But an outright favor? I'm not sold on that theory.

There's be a lot made about this alleged YMCA issue, but it's all sounded much like slander. I've yet to hear anyone come forward with an account of this or any evidence that it ever happened. Now, I'm not one to defend the Keehns, but I'd like to hear more about this incident(ie. a full account) if people are going to continually refer to it.

As for the son, it's water under the bridge. I can't tell you an exact percentage, but a good quotient of young people find themselves in cuffs or a backroom facing petty larceny charges. Unfortunately, it takes this for many of them to learn shoplifting is wrong. But with this said, the law seems to understand this and punish young people accordingly. The shear embarrassment, coupled with the parental reaction and the court-imposed 'stop-lift' program is usually enough to steer most children on the straight and narrow. In the case you refer to, I'd argue the embarrassment factor was far greater than normal. I'm sure the kid's case got ACOD'd, but I'm also sure it wasn't with out repercussions.

It appears to me, Ron is trying to make Parking Enforcement a greater part of the revenue stream. I patently disagree with doing this. A militant parking enforcement scares people away from the downtown and harbors animosity toward the city, which I believe is part of the reason the PE has been rather lax in the city for so long.

Likely, this is the same reason you see 53-foot rigs rolling through the city: Stop the rigs, slow the economy and cause problems for the downtown...even better yet, the "skateboard law." Cops will chase kids to the end of the earth if they see a skateboard hit the ground on Broadway's sidewalks. Yet a family of tourons hammering down the sidewalk on bikes they rented from the Inn at Saratoga is roundly ignored.

I know there are explicit and implicit reasons for all these things. So for Kim to say he's trying to avoid "selective enforcement" is total bullshit.

For accuracy's sake, it wasn't Wait who went to the press about Montagnino's past. His past came to the press. Just try typing the guy's name into google and you'll see why. It was the same thing with Peter Tulin, another judge candidate. In this day and age, it's difficult to cover up anything that appears in print, or on blogs for that matter. And if that printed word happens to appear in the Journal News AND Daily News, avoiding its mention is an impossibility. Modern journalists have an impressive array of search features that allow them to file through thousands of documents in minutes.

The question on Parking Tickets is selective enforcement. It is a well know fact that Ronnie’s pals and Keehn’s cronies can pretty much park any were they feel like.

Waits daughter was singled out not for were she parked but for whom she is.

Trust me if there was one ounce of truth to these lies she’d be in jail now.

Ron has taken our once pound police force and reduced it to little more than a Political militia.

But parking tickets?" Raise that flag - Wait did show up in court to plead down his drunken daughter's DWI just a year ago. She took alcohol classes and community service. And just like a spoiled girl that has gotten away with EVERYTHING she has stepped in - she just continues to f-up again and again.

Screwing people over (or just screwing people), running her mouth, having no respect for anything or anyone, etc.

As for the parking tickets, this is the same girl with the white volvo wagon (California license plates? for 4 years??) that would park her car in the ONE HOUR spot in the Collamer parking lot and leave it there for THREE DAYS!

I am PISSED that this family was given any lenience at all. It must be time for Jenny to take off and leave again. Please.

And as for the socialite-in-training status, who on the Saratoga hospital board thought it would be a good idea to put this tramp in charge of a hospital fund raiser called "after glow". It should be called "after ho". You know that most of the money is lining her pocket and not going to the hospital. Wake up!

This is an excellent forum that provides more helpful news than any of our area newspapers.

Having said that, it would be nice if the moderator was more assertive about the tone of entries in this blog and about publishing anonymous and serious accuasations about people.

If a person is willing to put their name on a serious accuasation then queasy as I feel about things like the attacks on Jennifer Wait I would support it but to have people cavalierly call this young woman some very ugly things and hide behind anonymity undermines the quality of this blog.

The Keehniacs have not learned a basic lesson of politics. One rarely crushes one's political foes. In most cases, if they truly deserve to be crushed, they will self-destruct. In fact, gratuitously attempting to crush one's enemies is usually the most reliable way to self-destruct. Ms. Keehn being a prime example.

This isn't about parking tickets. It's about power plays. Ms. Wait was given a lesser sentence for DWI a couple years ago because her father stepped in. And these aren't just a few parking tickets. This is a spoiled girl thinking that no laws apply to her. Mostly because they never have. Mummsie and Daddy step in and cover up all her issues. Perhaps it is time she grew up.

Ronald's meltdown is confirmed. On the heals of laundering a fundamentally non-public issue in order to politically embarrass a fellow attorney, today he publicly quotes (out of context) members of his Council in order to promote his Fort Apache. A public well aware that he has also “staked his career” on this mammoth building project without compromise or consideration of a smaller, more reasonable and efficient facility that had greater initial appeal, now politically redirects the comments of his colleagues to further promote his folly.

The utter recklessness of short-tempered public responses speaks out for itself.

Someday you may find yourselves in a possibly compromising situation and, while I'm sure none of you or any of your spouses or children let alone yourselves have ever done anything to open you up to derision and unfounded gossip, remember 'what goes around, comes around'.

1. Everyone, except an idiot pleads down traffic tickets. Did I say everyone? Oh, and you didn't? Well, there you are.

2. No one's family should ever be used to obtain political capital or
used as payback. What Ron Kim did was inexcusable. As a public official, a father, and a member of the bar, who like me had to take a course in ethics first year of law school, he knew better and took advantage in a way that was truly unethical and abused the power of his office.
No one has ever spread the kind of unsubstantiated gossip and filth about other public officials, past and present and what has been written is unjustified and truly hurtful(not that you care)
I am ashamed of all of you, whoever you are for not condemning such behavior from a public official.
And, what Jen Wait did was irresponsible, however it does not deserve to be the fuel for your twisted and sick minds.

In protecting the poor choice and perhaps unethical response by an elected official, it is pathetic that some have chosen to throw stones at another whose parking tickets has become the diversion of their blog. Further slanderous statements regarding this victim’s family is unacceptable.

Records can clearly show the numbers of residents not to mention those who visit this City that have addressed traffic violations and parking tickets in this, an acceptable manner. Every City Attorney and every attorney who specializes in vehicular and traffic law infractions has addressed pleading down violations.

Yet it is rare that an attorney let alone an administrator of a City Department would dare publicize a procedure that is process and whose motive, can only be seen as political.

Thanks so much for the new info on Montagnino and the new gang he's gotten involved with up there.

If you read his statement in the Saratogian, which was republished by 'The Westchester Guardian' (http://www.westchesterguardian.com/), Montagnino has admitted to the fact that he was involved in case fixing while in Westchester. The 'Guardian; did a large story about how Montagnino, in cahoots with attorneys who appeared before him, fixed cases. His corrupt and unethical behavior was exposed and sworn to under oath by some of those involved. (http://www.westchesterguardianonline.com/year/07/months/may%202007/vol%201%20no%2042%20may%2024%202007%20pdfs/may%2024%20pg1.pdf) As you will see in the article, the fixing of cases goes right to the top of the Office of Court Administration.

If you haven't found the website 'Expose Corrupt Courts' which contains a lot of valuable information, and is read and commented upon by disgusted insiders (http://exposecorruptcourts.blogspot.com/) it really is worth a look. One comment, which was very true about Montagnino, was if he really was the "reformer" he would like you to believe, why has he sat quietly back and done nothing in the past 2+ years since he was removed? Why is he still a "referee" with the very same court system that he complained about? His victims haven't had the luxury of sitting around collecting a state paycheck. They have been busy attempting to get justice and reform the system that he has helped corrupt.

Thank you for your posting of this information. Like John Walsh says "You can run, but you can't hide." Montagnino is attempting to hide from the truth, but it will always find you out.

Whether or not you like Jeff Wait or James Montegnino or Matt Dorsey is not the issue. Vote however you wish but don't get on the blog flame bandwagon.
The issue is can you honestly condone the actions of a public official who has used his office to smear the family of a man who is running against his choice for the elected position.
If in fact you have no problem with this I sincerely hope you never have to deal with this type of slander and libel against you or your family.

The problem here is people are passing on the idea that this girl is a danger to herself and the community. She continues to drive while under the influence. That could be fatal if not addressed.

Anyone willing to victimize a person over parking violations in such an outrageous manner must never have experienced the role of parenting and the responsibility of accepting their own children’s challenges and sometimes harmful decisions. Not only are we magnifying parking violations to an extreme, but what does this really say about this City and its people? Can this truly be your voice?

If all Mr. Wait did was try to plea down the size of the traffic fine(s) on behalf of his daughter, then he has done nothing wrong. This really is common practice (and not just by lawyers), and not illegal, or amoral.

I won't be voting for him, as I am a friend of Matt Dorsey, but in the interest of my moniker, I think it's wrong for him to be slandered about like this.

For Mr. Kim to make political hay out of this is pretty despicable though. Yet another reason that leads me to believe he will have more time for his clients after the next election rolls around.

Can someone determine if the Commissioner violated the Hatch Act with the less than upright response in the paper having been asked whether he had endorsed a political candidate while at the same time politicizing his candidate’s opponent in his smear?

As an elected municipal official who performs activities that are financed in part by federal monies regardless of whether his salary or a portion of his salary comes from non-federal monies he is subject to the Hatch Act and has the responsibility to ensure that his political activity does not compromise that trust.

Legal ethics aside, this adds just another wrinkle to this mess.

Ron Kim was an idiot for doing this! But, Jeff Waite is not what we want in a judge's position. Obviously a judge needs to be trusted at all times and his track record shows him as a cronie of a political clique and this doesn't reflect honesty. The ticket thing is bigger than this because there are so many. Not to mention DWI's.
The same people that think it is dispicable that people criticize Waite and his family are doing the same against others that are in politics.
It's the nature of the beast!

There is another blog called Dystopia that also focuses about Saratoga politics but the gratuitous nature of so many of the entries and the lack of civility, aside from the minimal substance, was such that I stopped following it.

It seems that the tone of this site is also suffering. There is a difference between hard and honest criticism and cyber screaming. With respect, I do not think that it helps us understand this incident to have people calling Jeff Wait's daughter a "slut."

It would be very helpful if you might discuss your philosophy about monitoring the threads on this blog. For example, to what extent is it appropriate for anonymous people to spread extremely ugly rumors about people only tangentially involved in politics. I accept the rough and tumble approach to politicians. When you enter the "ring" you accept that fact that there will be many rumors. It seems, however, out of place to be a vehicle for some very hurtful assaults by people such as shown in this thread.

For the record - All politicians have cronies. They are called supporters and ,oh my, Ron Kim has cronies as well.
Also,there is no issue of DWIs. That is all part and parcel of the lies and untruths spread to make the story sound more sordid.
I would suggest you check your sources before you write about something you obviously have no real knowledge.
This is the first time a politician's child has been subjected to this level of nastiness.

No, the nature of this beast is that you see nothing wrong with inexcusable attacks on one’s family. This story is about a process that all lawyers including those who are running for Judgeship have experienced. This is not about trust but about unethical behavior. When you are being represented by a lawyer, you don’t expect that another lawyer will make inappropriate hay of it. In this case, not only was the attorney unfairly presented, but also his family through this blog site has been injured. This is not about what is fair in politics; it is precisely what is not fair – and is the nature of your beast.

And I have to agree with Trout21. Cheesy defamations that have little to do with the intent of the blog should be removed or partially deleted. It does take away something from the freedom of speech that some bloggers believe they enjoy, but it won’t be long before the participants of these sites will only be those who enjoy a toilet wall banter.

Folks, Saratoga has always had basically a hands-off policy when it comes to parking and drunk driving in the downtown area (near the bars and restaurants). There isn't a morning in July and August when I don't pick beer bottles out of my garden or off my front porch, and they weren't there when I went to bed. All summer long drunks drive away from Saratoga bars far into the morning hours. Yeah, once in awhile there's a roadblock on South Broadway where all the regulars know it will be, and then the police get a few blurbs in the Saratogian police blotter to show that something is being done, but try to find a police officer arresting someone on Caroline Street around 2 AM in August as they stagger into their cars-- forget it!

I think it's time to chime in here; repeating what some have said and hopefully amplifying the discourse a bit:

To begin with, i'd like to point out that i know Jennifer wait- not well- but i'm not unhappy about it, believe me. i could use 100 more jennifer's in my life. i know her dad a bit too.

they are not good friends, but i hope that they both become that someday soon.

so that's my bias stated upfront. But much of what i have to say applies to every member of the human race, including you reading this:

1- i admire anyone who would subject themselves to the political process in this town- i also wonder why anyone would subject themselves to this kind of s--t, let alone their families. Welcome to the new wild west of the media- the anonymous blogger.

2- what class acts some of you are! sluts, actually – sorry. gutless, that goes without saying. you must be proud, giggling there like an infant with a keyboard instead of a pacifier. Go to your room.

3- I would further be her knight in shining armor, but Jennifer doesn’t need one. She’s tough, smart, and resourceful. I actually think that this ‘trial by fire’ will serve her well in the long run, but that’s no excuse for some of you. Whether she plays this like Hillary Clinton or Paris Hilton, she has at least one person in her corner.

4- As an equal opp. Offender, I gotta say “geez, jeff – what were you thinking?" Let a republican lawyer make the call, not you. Have to rate this a bonehead maneuver, sorry again. . Don’t you have people to advise you? I'm not all to thrilled about some of the posts either, as Ms. Wait is neither and elected official or one who puts herself under public scrutiny.For the record, I can find no published evidence of her wrongdoing, as alleged above. In fact, the only record I could find suggested something completely different.

As always, I've wrestled with whether to post them or not, and have decided to use a broad filter, perhaps allowing posters to hang themselves with their own words.

I am always open to dialog about the filter I employ here and what should and should not be posted. Unfortunately, my strong feelings toward free speech always prompts me to post a lot of marginal comments that seem more deleterious than informative. Maybe on one of these slower news days, I'll start a thread as such. It's a discussion I'd really like to have with visitors here.

I don't feel that it is fair to bring children of political figures so much into the bashing field of interest, but I do understand people's concerns.
I lived in Glens Falls, NY where there is a Police Chief Joe Bethel, who has Bethel family/relatives right there on Charlotte Street in Glens Falls. The Bethel adults were known for doing drugs, and for their attempt to control an entire neighborhood with ill intent, to the point that most residences on the street had a change over of new residents three times per house within five years easily.
The Bethel boys took younger children and dug their heads into the ground violently. They stood in the middle of the road during winter, and then ''dove within two inches of the moving public snowblow plow blades while the snowplow vehicle was moving, which of course totally unglued the city drivers.
The boys also gave porno sights and material to young children of age eleven in the neighborhood. The Bethel boys dove into oncoming traffic acting like dangerous besrs, with their hands aggressively targeting oncoming moving cars at night and in the daylight. The police was told by a citizen to '''talk to the boys'' or one may be ''killed'' if nothing was done. All the police chief would say was ''What do you want me (Joe Bethel) to do about it?" The answer was '''TALK TO THE BOYS'''!
Nothing was done, and four days later, the youngest Bethel boy, of age about 11, dove right into a vehicle, was thrown up on the hood, over the roof, and down the back of a vehicle, and hospitalized. When Joe Bethel was confronted, all Joe Bethel said was '''they'll learn!''
A landlord called the police and asked for police intervention, for the Bethel's were said to be doing drugs in an upstairs apartment with a Thompson friend of his, and there were children (small) downstairs with the landlord...well the police never showed up once they asked the caller who(the answer was the 'Bethels') was doing drugs there.
The Bethels tormented small puppys and the Bethel parents and the police chief only retaliated against people who cared,people felt.

Ron Kim's second in command I believe was a '''Eileen .....'''' who told Dan Cogan of Code Enforcement in Saratoga Springs, to ''''not do anything to a John Kraus (for knowingly illegally renting a new in-law unit that Kraus knew was illegal to rent out, that was in his home) because John Kraus was '''on their public safety or city hall committee'''', so the poor tenant was railroaded by not only Kraus, but by the (Biss and old Police Chief Moore), and then the court there, while John Kraus then greedily purgered and then soon later went into a local bank account, in an effort to take his disabled tenant's ''social security disability money''' illegally from his tenant.
Thank goodness the attorney general's office told the bank that if they touch the disabled tenant's SSI money, that they will not only make them give it back to the disabled, but they would go into their bank, and do a search and rescue of every single SSI recipient's monies in their bank.
The bank complied with the law finally, only under pressure by the government.
Yet Kraus, KIM, the police, and Judge Doern all encouraged and allowed and condoned the illegal behavior and crimes of Kraus.

So to me, Judge Wait sounds like a saint..compared to the evil, the power abuse, the greed, the lack of integrity, the immorality of the Police Dept, Judge Doern, and Commissioner Kim!

May we have judges like Jeffrey Wait who at least LISTEN to the victims that have been fielded with no honesty or integrity by the police department who just are interested in themselves, rather than the '''less powerful''' and the '''less rich''' citizens of Saratoga, especially vulnerable women and citizens at that.

Power and greed and self interest unfortunately takes priority to a great degree in Saratoga and regionally.

When a landlord such as Kraus in Saratoga Springs, knowingly illegally rents out an in-law unit to a disabled person, Mr. Kraus by law should have to pay back the tenant the entire 2 years (2006-2008) rental income (of 850 dollars per month X 24 months, and then doubled that amount.

For the police department (Biss) to humiliate,manipulate, & discredit the tenant as well as the UNITED TENANTS ASSOCIATION OF ALBANY, who came to Saratoga Springs in person, to get the illegally held property of the tenant out of the illegal residence, I find abhorrible.

Not only did the police chief and Biss neglect responsibilities, by condoning the illegality of Kraus's known (to Kraus and the police dept) illegal apartment renting, but then for the police and Kraus, while USING the judge Doern in Saratoga Springs City Court, to continue the illegal process by ''charging the tenant more money''' rather than forcing a criminally minded Kraus to pay back two years of rental monies, is truly a crime, in my opinion, to society and to the taxpayers and the disabled.
Then for a Mr.Kraus, using the court to do so, to actually GO INTO A DISABLED PERSON'S SSI BANK ACCOUNT, FORCING SSI MONEY INTO THE HANDS OF AN ILLEGAL WRONG DOING PURGERING LANDLORD (KRAUS), THIS TRULY IS THE MARK OF INJUSTICE TO ITS CORE.

The second floor office in the Saratoga Springs City Hall, to be found neglecting a disabled person, by not allowing Mr. Dan Cogan to proceed with the known (to Mr. Kraus) housing code violation against Mr. Kraus, is also abhorrible..

So Kraus (who was a volunteer on a city hall committee, who later called Social Services in regard to his disabled tenant, by representing HIMSELF AS THE ''CITY HALL'' EMPLOYEE), along with the Judge Doern, who knowingly denied a tenant their rights, as well as the police dept captain, chief, and Biss, who ALL KNEW THAT KRAUS WAS PERFORMING ILLEGAL ACTIVITIES, AND ONLY HARRASSED THE TENANT, RATHER THAN PROTECTING THE TENANTS/DISABLED'S RIGHTS FOR JUSTICE AND THE ''LAW'', TRULY IS LOW AND DISPICABLE OF A JUSTICE DEPT OR POLICE DEPT NO MATTER WHERE IT IS.

As far as Police Chief Bethel's family, .the Bethel boys should have been put into foster care, for having bullying, threatening, intimidating, destructive parents, who never reprimanded or cared enough about their own children. For the POLICE ASS"T OR HEAD CHIEF to DO NOTHING, WHEN HIS OWN FAMILY RELATIONS ARE IN IMMINENT DANGER, JUST SHOWS HOW INSANELY RUN THE GLENS FALLS POLICE DEPT RUN!!!

AND WHO PAID THE PRICE? THE CHILDREN, THE TAXPAYERS, THE CITIZENS..!

THIS IS IMMORAL, ILLEGAL, AND CRIMINAL IN ITSELF,,,,,,WHEN A POLICE DEPT DOESN'T EVEN PROTECT HIS OWN FAMILY , LET ALONE THE CITIZENS OF A COMMUNITY.......WHAT IS THIS WORLD BECOMING....

The Glens Falls Courtroom hallway also has framed pictures of messages and pictures of '''how the Catholic Church will Prevail over the clergy abuses'''..HOW ON EARTH DOES THE CHURCH TAKE PRIORITY IN A COURTROOM AREA WITH ARTWORK, INFLUENCING SOMEWHAT THREATENING PICTURES AND MESSAGES TO THE INFLICTED CLERGY ABUSE VICTIMS...WHEN WE ARE SUPPOSED TO HAVE A ''''SEPARATION OF CHURCH AND STATE'''IN THIS COUNTRY..LO!!!!!

John Kraus, the landlord and homeowner of a Saratoga Springs home and in-law apt, was a 'on a committee at the city hall of Saratoga Springs''', and was not the
""City Hall''' as he claimed to be, when he called the DSS of Saratoga County in reference to his tenant. I mentioned in an earlier remark above that he was a '''volunteer'' at the Saratoga Springs City Hall, and in fact, I think it is better to refer to him just as a ''committee member'' rather than a ''volunteer'', even though one is volunteering their time when one is on a committee.

America is a land of all different nationalities, making it challenging for people to truly know who they are, in the cultural sense heritage wise. We have more jails than anywhere in the world, and I feel that it is because America has a harder time ''knowing and understanding themselves and others''' since their earlier roots were not here in America. We may come across stronger, more greedy, and more powerful and influential than other nations, being that we have been tossed onto new ground without our roots here, leaving us to survive alone using our independence, intellect, resourcefulness, and opportunity.

We just must "USE' our freedom, our independence, our new gound, our new lives here, carefully, rather than greedily and powerfully without humility and trust. We must be less fearful, and more confident and healthy, so as NOT to hurt one another, but rather to grow healthily with love and integuity.
